- content
- meta data

content rules might include:
- profanity
- digital signatures
- copyright notices

To what types of file do content rules apply?  eg: would we try for text recognition in images?  Would we 
convert word and pdf documents to text for analysis?

meta data rules might include:
- exclude certain document types (MIME), eg: word documents
- exclude certain document types (.extension), eg: .zip
- exclude files above a certain size

Some way for the client to run the same tests, or to send the file to the server for checking without commit 
would be good.  

This is traditionally done with:

    'cvs -n commit -m "test commit without writing to disk"


But we've discouraged that for a long time because it's broken.
