CVSDIAG should list if these are enabled/available.

I think the server trace does this, but I'm not sure we can do it from cvsdiag (may need to be elevated?).  We 
can 'try' and if we get 'permission error' - when we need this information we can ask the customer to run it in 
a command window that is started 'as admin'.
