Suite (CVSNT).

We should document this better.

The two I've found recently:
- MKS RCS (queried back in 2005!)
- CS-RCS (just recently)

When CVSNT reads CS-RCS files it seems not to find the non-branch tags 
(milestones) and see the branch tags as both branches and non-branch tags.

The old question about MKS RCS also hinted at incompatibilities.
