and the associated Suite.

The GlobalSettings class allows programs to set 'user' values and 'global' values.

On Windows - if there is an error setting the value the function returns -1.

There is one case for Mac/Unix/Linux where the functions do NOT return -1, but they should:
- failure to 'rename' the temp file over the existing configuration file.
