- change comment
- delete version

These are already restricted to 'admin' users, but it should be possible to further restrict them, eg: disable 
altogether.

We should add an option to the server to disable them and add a warning to their use that in a future release 
the options will be disabled by default.

Enabling this option (cvs admin commands) should give a warning like (see bug 7458):

We strongly recommend that you do NOT use any of the ‘Admin’ options .  These are all restricted to 
Administrators because they can (and frequently do) permanently and irreparably corrupt the repository. Never use these admin options unless you have backups of your repository and you have absolutely no alternative but to use the admin option.  They are NOT to be used for ‘testing’.  March Hare Software provide no support for these options or the resulting damage they will cause to your repository.
