Can this be disabled by using the MSIRESTARTMANAGERCONTROL property?

Should we disable it?

The installer is certainly not 'designed' to use the restart manager, which implies we should.

Alternatively we could 'design' the installer to use the Restart Manager API - but that seems a bit 
pointless.

Probably do this in 2.8.02.
