.directory_history file from the information in the RCS files.

As a bonus it could check that the RCS filenames agree with 'filename' in the RCS header (if it exists)

A further enhancement is that it could operate in 'non-write' mode and then check the actual 
.directory_history to the 'generated' one and report differences/ok/fail.
