2013-03-05 04:42 AEST by Glen Starrett - Occasionally a user will run a CVS command (e.g. checkout) within a repository,
and that can result in a large mess.  If CVS could 1) detect it was being run in
a repository and 2) require an override or just disable entirely it could save a
decent amount of support and reduce frustration for some new users who aren't
familiar with a command line.

This is a little more difficult than it first appears.

eg:
cwd c:\aaa
repo1 c:\aaa\repo1

perform command
ok:    cvs co blah 
fail:  cvs co -d repo1 blah
