Things wrong:
* should  use 'cvs server': prefix?
* should not show real path to repository
* should take read-only flag of file before writing it...

2012-12-12 14:50 AEST by Arthur Barrett - If the passwd file is revisioned (e.g.: it's in checkout list) then the file is read-only leading to this error.

the 'cvs passwd' command also doesn't "check in" a new copy of the file, it just updates the "checked out 
copy".
