cvsmanager could then regularly checkin a 'new version' (if the file hasn't changed then there will be no 
new version).

This would mean that when someone backs up and restores a repository from a failed PC that there would 
be some record of what the settings were on the 'old' PC.  

It would also provide some explanation for why things have 'changed' suddenly...
