directly from the control panel.  Something that will automatically check out
the Administrative files to a local directory.

The local directory could be something based on a naming convention, e.g.:

user My Documents\CVS Suite Files\SERVER_NAME\REPOSITORY_NAME\CVSROOT

This would be an intuitive place to look for where to configure the repository.
