2012-06-18 10:00 AEST by Arthur Barrett - Any file/directory/module that is being 'watched' - the user could be notified of changes using cvsagent.

On windows: a balloon notification in the system tray
On Mac OS X (Mountain Lion): a notification in the notification app

Note: cvsagent is currently windows only - it would probably need a rewrite for the mac.
