(either the eBook, or the traditional CVSNT manual).

CVS 1.12 introduced something, and was backported to CVS 1.11.

The proxy settings also appear to be supported by Eclipse (but I don't know if these work with CVSNT

The 1.11/1.12 format for these settings appear to be identical to the CVSNT implementation - so we 
could simply lift the documentation from CVS back to CVSNT...
