allow their customers to use the software ONLY with the designated client.

We can offer different license terms and prices for this (because it's not a general purpose change 
management tool).  Their customers can upgrade to the 'full product' just by installing an updated license.

This requires:
* new licenses (with ISV info)
* lock service combined with cvsmanager service so that license questions can be asked over lock protocol
