Description:	enh: cvs 'setting' verb set server parms using command line

2012-02-25 15:23 AEST by Arthur Barrett - It would be great if we could enable/disable features using the command line (calling SetGlobalOptions or 
whatever).

Apart from the benefits to support, it'd also mean the test scripts could set different server options (eg: 
require bug number) and test their effect.
