when the client has a write error (e.g. if another application has the file
locked).  It's actually just fine for that Access Denied error to occur on the
client in that case. 

To reproduce:

cvs edit foo.xls
foo.xls
(make a change and save, leave Excel open)
cvs up -C
>> Get error message "** THIS ERROR SHOULD NEVER OCCUR - ALWAYS REPORT IT TO:"
