Description:	enh: map :local: repo to :sspi: repo (not for init)

Actions:

2012-01-04 10:58 AEST by Arthur Barrett - For most CVS verbs (eg: checkout, commit, rls) the :local: repo on 'client' (ie: is_server==0) could be 
'mapped' to an :sspi: CVSROOT.

The software could either:
* silently map one to the other
* rewrite the CVS/Root files
* display a message to the user (use the 'cvs switch' command to change)
