Description:	server: delete property if value is blank (like 2.5.05)

Actions:

2011-11-08 08:34 AEST by Arthur Barrett - With CVSNT 2.5.05 > build 2400, the properties are deleted if they are blank.  
Maybe 2.8. should follow the same rule, or is it better left like 2382 where 
the property is left in the file but blank.
