checking the registry (not calling the licenselib).

With bug 5937 and bug5936 there is now a 'system' for sending general warning 
messages to clients.  This could be used to send a 'server trial expiry' 
message to the clients:

  Your trial edition of CVS Suite Server will expire in 4 days

server should give error message on postcommit when < 7 days until expiry


Odd that I never used a changeset number on it...

But the intent of this new bug is to do away with that which only works for "commit" and do something 
more generic...
