Once CVSMANAGER also incorporates CVSLOCK (see bug 5933) then the CVSNT client can send the 
CVSMANAGER messages via the lock port.  In particular the CVSNT process can tell the server that the pool 
of available processes has dropped down (and even the process ID of the process that is no longer 
available).
