I tried another pc that does not have cygwin installed and running Windows XP.  I did a typical install of 
3240 then upgraded (also typical) to 3744 and I got the same issues.  I must stress this ONLY happens 
when a previous version is there (even on top of stock 2.0.58b has this problem) and I am installing on 
top of it. If I were to uninstall any old version first, it works fine.

I don't have your stock 3240 installer, but I tried your stock 3744 installer and it has the same 
problems, so it's not an issue with my build environment.
