doesn't yeild a better result:

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer] 
"Logging"="voicewarmup" 
"DisableLoggingFromPackage"=dword:00000001 

The other alternative is to remove the custom action from the merge module.  I 
will try that next.
