We have not received any explanation as to the context of the requirement, or 
the business benefit so it is impossible to allocate a correct priority.  

Assigning initial priority to the lowest possible while we wait for further 
information.

This would not affect audit dates, history dates, log dates or any other dates 
in the system.

After this enhancement is implemented - if the customer wanted existing $date$ 
keywords to use the server local date then it should be possible to re-map it 
to ldate with CVSROOT/keywords.
