Description:  Add an administrative option to remove user watches

2007-07-04 00:11 AEST by Glen Starrett - Currently there is no way to remove watches that have been established without
manually editing the repository.  There should be an administrative option to
remove watches from users who (for example) are no longer CVSNT users or not in
the system any more.
