There is already a method in CVSAPI for sending messages to whatever the 
system log of the host OS is (ie: on windows it is the eventlog and on Linux 
it is syslog.

The CVSNT Server already sends some messages, such as fail to log in or 
failure of the sserver protocol.  LockService also sends messages.
